Government Grant Assistance

California State Contracts Register

Effective March 16, 2009, eProcurement is the new portal for the California State Contracts Register (CSCR), the State Contracting and Procurement Registration System (SCPRS), the online Small Business and Disabled Veteran Business Enterprise (DVBE) queries and the statewide Leveraged Procurement Agreements (LPAs).  These systems have a new look and feel and can only be accessed through the new web-based eProcurement system.

The Procurement Division has contracted with an application service provider, BidSync (formerly RFP Depot), to host its web-based procurement system. The system accommodates state, supplier, and local government users.  The system has full procurement capability, including:

  • Requisition and solicitation development
  • State contract advertisement
  • Electronic (and paper) supplier bid/proposal submittal
  • Bid proposal/bid evaluation and award
  • Approval workflows
  • Transaction and workload status tracking
  • Direct purchasing from the State’s LPA catalog
  • Contract management

California Multiple Award Schedules (CMAS)

The Department of General Services (DGS) Procurement Division (PD) sets State procurement policies and provides purchasing services.  It delegates purchasing authority; certifies Small and/or Disabled Veteran businesses to do business with the State; sponsors the Small Business Council; participates in the Disabled Veterans Business Enterprise Council; and provides innovative purchasing methods that save taxpayers’ dollars, integrating quality solutions to meet customers’ needs.

The California Multiple Award Schedules (CMAS) offers a wide variety of commodities, non-IT services and information technology products and services at prices which have been assessed to be fair, reasonable and competitive. Suppliers may apply for a CMAS contract at anytime – no bids are required. The use of these contracts is optional and is available to state and local government agencies.

FedBizOpps

The FedBizOpps is the single government-wide point-of-entry for federal government procurement opportunities more than $25,000. Government buyers are able to publicize their business opportunities by posting information directly to FedBizOpps.  Through one portal, commercial vendors seeking federal markets for their supplies (products) and services can search, monitor, and retrieve opportunities solicited by the federal contracting community. FedBizOpps also allows users to review Public Disclosure of Justification and Approval (J&A) Documents for limiting competition on the award of specific contracts or orders. The template is used for the Publication of the Synopsis of J&As.

Finance

California State Dept of Finance

Through a year-long process, the Department of Finance prepares, explains and administers California’s annual financial plan, the California Budget. The Governor submits the Governor’s Budget to the Legislature in January, it is revised in May, and the fiscal year begins July 1.

California Franchise Tax Board

We are responsible for administering two of California’s major tax programs: Personal Income Tax and the Corporation Tax. We also have responsibility for administering other nontax programs and delinquent debt collection functions, including delinquent vehicle registration debt collections on behalf of the Department of Motor Vehicles, court–ordered debt, and Industrial Health and Safety assessments.

FED- 2100 Application for Exemption 501(3)(c)

To apply for recognition by the IRS of exempt status under section 501(c)(3) of the Code, use Form 1023, Application for Recognition of Exemption, and its instructions. Office of Administrative Law Website

The Office of Administrative Law (OAL) ensures that agency regulations are clear, necessary, legally valid, and available to the public. OAL is responsible for reviewing administrative regulations proposed by over 200 state agencies for compliance with the standards set forth in California’s Administrative Procedure Act (APA), for transmitting these regulations to the Secretary of State and for publishing regulations in the California Code of Regulations.

The Code of Federal Regulations (CFR) is the codification of the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government. The State of California Labor & Workforce Development Agency (LWDA) is an executive branch Agency, and the Secretary is a member of the Governor’s Cabinet. The Agency oversees seven major departments, boards and panels that serve California businesses and workers. The Agency, which has a cumulative budget of $26 billion and 14,000 employees covering six main areas:

  • Benefit administration, including workers’ compensation, unemployment, disability and family leave insurance.
  • Enforcement of California labor laws to protect workers and create an even playing field for employers.
  • Appellate functions related to employee benefits, regulations and enforcement in the workplace.
  • Workforce development activities, including grant making for job training and coordination with other workforce development partners.
  • Tax collection through the EDD, which is the third largest tax collection agency in the United States.
  • Economic development activities that lead to job creation and improved economic competitiveness.

The goals of the Agency are twofold:

  • Improve access to employment and training programs.
  • Ensure that California businesses and workers have a level playing field in which to compete and prosper.

Business owners that follow the law face unfair competition from employers who do not pay employment taxes or the minimum wage, fail to provide workers’ compensation coverage, or break the law in other ways.

US Department of Health and Human Services

The Department of Health and Human Services (HHS) is the United States government’s principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves. HHS represents almost a quarter of all federal outlays, and it administers more grant dollars than all other federal agencies combined. HHS’ Medicare program is the nation’s largest health insurer, handling more than 1 billion claims per year. Medicare and Medicaid together provide health care insurance for one in four Americans.

HHS works closely with state and local governments, and many HHS-funded services are provided at the local level by state or county agencies, or through private sector grantees. The Department’s programs are administered by 11 operating divisions, including eight agencies in the U.S. Public Health Service and three human services agencies. The department includes more than 300 programs, covering a wide spectrum of activities. In addition to the services they deliver, the HHS programs provide for equitable treatment of beneficiaries nationwide, and they enable the collection of national health and other data.

Departmental leadership is provided by the Office of the Secretary. Also included in the Department is the Office of Public Health and Science, the Office of the HHS Inspector General and the HHS Office for Civil Rights. In addition, the Program Support Center, a self-supporting division of the Department, provides administrative services for HHS and other federal agencies.

CMS has a full time Small Business Specialist (SBS) co-located at CMS. The SBS is a member to the Health and Human Services (HHS) Office of Small and Disadvantaged Business Utilization (OSDBU) headquartered in the Hubert H. Humphrey Building in DC. The SBS is CMS’ OSDBU representative ensuring that all reasonable action is taken to increase awards to small, small disadvantaged, HUBZones, and women-owned businesses. Census Bureau

The Statistical Abstract of the United States is the standard summary of statistics on the social, political, and economic organization of the United States. It is also designed to serve as a guide to other statistical publications and sources. The latter function is served by the introductory text to each section, the source note appearing below each table, and Appendix I, which comprises the Guide to Sources of Statistics, the Guide to State Statistical Abstracts, and the Guide to Foreign Statistical Abstracts.

This volume includes a selection of data from many statistical sources, both government and private. In order to help small, disadvantaged businesses compete in the market place, the SBA created the 8(a) Business Development Program. The following article discusses what the 8(a) Business Development Program is, benefits of the program, goals and requirements, eligibility and how to apply.

  • The 8(a) Business Development Program is a business assistance program for small disadvantaged businesses. The 8(a) Program offers a broad scope of assistance to firms that are owned and controlled at least 51% by socially and economically disadvantaged individuals.
  • The 8(a) Program is an essential instrument for helping socially and economically disadvantaged entrepreneurs gain access to the economic mainstream of American society. The programs helps thousands of aspiring entrepreneurs to gain a foothold in government contracting.
  • Participation in the program is divided into two phases over nine years: a four-year developmental stage and a five-year transition stage.

Workforce Investment Board

All members of the Board are appointed by the Governor and represent the many facets of workforce development – business, labor, public education, higher education, economic development, youth activities, employment and training, as well as the Legislature. The State Board has adopted Sector Strategies as the statewide framework for workforce development, and is working closely with the Economic Strategy Panel, other State Agencies and departments and its 49 local Workforce Investment Boards to support the emergence of effective statewide and regionally driven sector initiatives.

 

The State Board is responsible for assisting the Governor in all the functions outlined in the Workforce Investment Act of 1998 (Public Law 105-220). Through its broad membership, the State Board encourages collaboration among both State and local public and private entities. This collaboration is further enhanced through its committee structure. Members of the State Board’s committees include representatives from Local Workforce Investment Areas (Local Area) and/or Local Boards, business leaders, local and State partner entities, and key stakeholders that have a vested interest in workforce issues.

 

The State Board is committed to the broader strategic workforce planning required of it in the Workforce Training Act, (SB293), and Green Collar Jobs Act, (AB3018).
